List the facts that matter
Define the qualifying sales channel, order timing, payment or fulfillment state, products or collections, customer conditions, geography, exclusions, and treatment of taxes, shipping, discounts, edits, and split fulfillment where relevant.
Use fields and events the implementation can access reliably rather than conditions that require unsupported inference.

Version the policy
Campaign rules can change. Store the policy version and effective window associated with each decision so a later support or finance review can reproduce the reason for the outcome.

Design exception ownership
Missing data, late events, duplicate orders, manual edits, subscriptions, exchanges, cancellations, and refunds need a known disposition. Define which cases pause, decline, reverse, or require review and who can make that decision.
