Commerce creates context
A Shopify order, product, customer, or campaign event can provide context for evaluation. It should not itself be treated as proof that every program condition is satisfied.
The program records which source facts were considered, which policy version applied, and when the decision was made.

Approved outcomes enter fulfillment
Once an outcome is approved under the program rules, an authorized provider workflow can prepare the customer communication and card experience defined by the implementation. The merchant should communicate only statuses it can support and verify.
Held, declined, duplicated, changed, or reversed cases need explicit paths too.

Support and reconciliation close the loop
Recipients need a clear path for questions, while merchant teams need records that connect campaign intent, order evidence, program decisions, communications, and provider outcomes.
That traceability supports finance review and helps teams improve future programs without exposing sensitive provider mechanics.
